淄博市中心血站创建于 1988 年 9 月，现占地面积 14704 平方米，建筑面积 19280 平方米，固定资产 2700 余万元，全站干部职工 110 人，其中高级卫生技术人员 13 人，中级卫生技术人员 46 人。下设职能科室 6 个，业务科室 9 个，年采供血量达 12 吨。
本站按照省级人民政府卫生行政部门的要求，在规定范围内展开无偿献血者的招募、血液的采集与制备、临床用血供应以及医疗用血的业务指导等工作；承担供血区域范围内血液储存的质量控制；对所在行政区域内的中心血库进行质量控制；承担卫生行政部门交办的任务。市 献血办公室和淄博市血液制品研究所挂靠血站。
为保障临床用血及时、安全、有效，血站已建立起较完整的血液质量保证体系，引进一大批精密仪器设备，同时完善了血站常规设备的配套。拥有国际领先水平的血液检测、分离、保存等进口设施 66 台（套）；配有功能齐全、设备完善的流动采血车三部、卫生部指定富康专用送血车三部，实现了采供血全程微机网络化管理。为完成各项任务提供了有力的基础保障。
淄博市 1992 年开展公民无偿献血， 1998 年《中华人民共和国献血法》颁布实施后，市中心血站以人民健康为己任，利用多种形式开展无偿献血宣传教育工作，创造了一个献血 有益健康、无偿献血光荣的社会氛围。自 1998 年 10 月 1 日起临床用血全部来自无偿献血，五次获得全国无偿献血先进城市荣誉称号。
认真贯彻实施《中华人民共和国献血法》，巩固发展我市无偿献血先进城市成果。为适应发展变化的输血事业新形势的需要，积极探索无偿献血工作的新思路、新方法。在全国率先实现了无偿献血工作的四个转变和一个延伸：即临床用血全部来自公民街头自愿无偿献血，实现了指令性计划无偿献血向公民街头自愿无偿献血转变；成分输血比例达 99% ，实现了临床输注全血向成分输血转变；无偿机采成分率达 96.6% ，实现了有偿机采成分血向无偿献机采成分血转变；一次献血量 400ml 率达 98% ，实现了一次献血量 200ml 向 400ml 转变；农民献血比例达 45% 以上，实现了无偿献血工作由城区向农村的延伸。为确保突发事件应急大量用血和稀有血型患者的医疗用血，健全了以医务人员、大学生为主的流动血库队伍和 263 名稀有血型队伍。确保了全市各级各类医院的临床救治用血。多项工作走在了全省乃至全国的前列。

Zibo Municipal Blood Donation Centre was established in September 1988.It occupies an area of 14,704 Square meters,and floor area of 19,280 square meters.It Possesses more than 27million(R.M.B)fixed assets,and has 110 cardres,staff members and workers,including 13senior,46semi-senior medical workers.Underits jurisdiction ,there are 6 functional and 9 professional adminstrative or technical offices.Now it can purchase and supply 12 ton blood plasma each year.
The centre developed in accordance with the requirments of province level the People Government hygiene administration, within the prescribed limit donating blood , blood's collecting with preparation , guiding clinically with the business that blood supplies as well as medical treatment uses blood and so on work ； Bear the mass under the control of that blood-supply area range inner blood stores up; A blood centree of inner carries out the mass under the control of on location administration area; Bear the mission that the hygiene administration relationship handles. The municipal blood donation office and the products of the blood institute are attached to it .
The centre has set up more complete guaranteed sytstem of the blood quality and has imported a large number of precision instruments and equipments;simultaneously has improved and perfected conventional corollary equipments,in order to ensure using the clinical blood safely and promptly,It has 39 sets of the improted facilties of blood test,separation and storage,which leads in the world.It has 3 very well equiped vehicles for mobile punchasing blood and 6 cars(Santana)for mobile supplying blood.having realized the network management and having provided the powerful basic guaranty for finishing the different tasks.
In 1992 the blood donation was promoted among the citizens of Zibo.Since ” Law of the People's Republic of China on Blood Donation “ was issued and en-forced in 1998,Zibo Municipal Blood Donation Centre has reguarded the people's health as its duty,having developed the propaganda and education of blood donation in many ways,hawing created a social atmosphere which is glorious and good for health.Since October 1st 1998,all the clinical blood has come from donating blood.From then on ,the centrewon the honorary title of advanced city for blood donation twice and in May 5,2000,was commended the advanced city of Shandong province for blood donation.
Blood donation relies mainly on the citizens in the streets while making the mobile blood bank to be the guaranteed measure of the blood-source.Wedevote major effonts to developing blood donation in the street;while building the mobile blood bank composed of medical personnel,army of ficers and men,college students,and the group of volunteer donors.We have laid the solid foundation in order to treat the emergency and uncommon case.Since March 1st 2000,all of the clinical blood has been from the donor in the streets.The mandatory plan of blood donation has changed into the donating in the streets.
